They are usually not as expensive as either waterproof or rainproof gear, though some are treated with Teflon to offer a slight degree of water resistancy.

Short-sleeve and vest windbreakers are more popular during the warmer seasons of the year. They protect players from the wind, but offer no protection for the arms. Long-sleeve windbreakers are suited for colder conditions and are widely worn both on and off the golf course. They can have a full length zip or a collar zip, or can be just slip-on. This will be down to your preference, as are various features such as pockets, hoods, and adjustability.
